White Wolf Lodge Rehabilitation Finding of No Significant Impact, Determination of No Impairment and Biological Opinion


The Finding of No Significant Impact (FONSI) documents the decision of the National Park Service to improve the White Wolf Lodge and Duplex Cabins. This includes addressing structural stability, accessibility, and the operational efficiency of the main building and duplex cabins. This action was described as Alternative 2 in the environmental assessment (EA) that was released for public review in February 2012.

Implementation of the Selected Action entails rehabilitation of the Lodge and Duplex Cabins including:

• accessibility modifications to the main building, duplex cabins, and immediate surroundings to provide for an accessible cabin, path of travel, and restroom for day and lodge users,
• repairs and improvements to the flooring, foundations, and roofing at the main building and the duplex cabins,
• operational efficiency improvements including providing an alternative location for two self-contained cold-storage units for kitchen operations, and
• site grading and drainage/foundation improvements to minimize further weather-related damage to the structures and paths.

Public scoping occurred from August 15, 2011 to September 4, 2011, during which three comment letters were received. Two letters supported the project and one recommended that the structures be removed, which was outside of the scope of the purpose and need. The EA was available for comment from February 24, 2013 to March 23, 2013; one comment was received. The letter did not contain substantive comments. All comments were reviewed by park staff and were considered in the development of the FONSI.
