Fort Lincoln Transfer EA


The National Park Service (NPS) in cooperation with the District of Columbia (District) and Department of Housing and Urban Development (HUD), announces the availability of the Environmental Assessment (EA) for public review and comment for the proposed transfer of Federal ownership through NPS and District jurisdiction of an approximately 0.91 acre land parcel to the developer of Fort Lincoln New Town (FLNT) to build townhomes in accordance with the Fort Lincoln Urban Renewal Plan (URP). This parcel will be packaged with an approximately 1.6 acre adjacent parcel owned by the federal government through HUD. The site is bounded by Bladensburg Road to the northwest, Eastern Avenue to the northeast, and Fort Lincoln Drive NE to the southeast. NPS's parcel is currently part of Rock Creek Park near the District-Maryland border. The developer plans to construct approximately 50 stacked townhomes with open space and sufficient onsite parking spaces that would facilitate the District's proposal to develop residential areas within the FLNT neighborhood.

The EA addresses the project background, the purpose and need for the transfer, the no-action alternative and one action alternative, a determination of environmental issues and potential impacts, and public involvement and agency coordination. NPS consulted with the State Historic Preservation Officer in order to determine the project's potential effect on historic resources, consistent with Section 106 of the National Historic Preservation Act (NHPA).
