Vietnam Veterans Memorial Center Design EA (February 2012)


The NPS and the Vietnam Veterans Memorial Fund (the Fund), in cooperation with the National Capital Planning Commission (NCPC), announces the availability of the Environmental Assessment (EA) for the proposed Vietnam Veterans Memorial Visitor Center (the Memorial Center) for public review and comment. The Fund was authorized on November 17, 2003, to construct a visitor center at or near the Vietnam Veterans Memorial on Federal land by Public Law 108-126. The purpose of the proposed Memorial Center is to inform and educate the public about the Vietnam Veterans Memorial and the Vietnam War. The site was approved by the NCPC in 2006 and is located on the National Mall within the landscapes of the Lincoln Memorial and West Potomac Park. It is located near the Vietnam Veterans Memorial and is bounded by Constitution Avenue, 23rd Street Henry Bacon Drive, and the Lincoln Memorial Circle.

This EA was prepared in accordance with National Environmental Policy Act of 1969, as amended (NEPA), its implementing regulations by the Council on Environmental Quality (40 CFR 1500-1508), and NPS Director's Order 12 and Handbook, Conservation Planning, Environmental Impact Analysis, and Decision-making (NPS 2001). Compliance with Section 106 of the National Historic Preservation Act of 1966 is occurring in parallel with the NEPA process.
