FINAL PLAN_Reimagine Anacostia Park - A Concept Plan for Sections D & E


The National Park Service (NPS) has prepared a Development Concept Plan for sections D & E of Anacostia Park, the area of the park east of the Anacostia River between the 11th Street Bridge and the CSX railroad bridge. The plan provides a framework for future development and use of the park. Stakeholder and community comments and concerns were incorporated throughout the plan development. The final plan will implement elements from the three different concepts outlined below.

Building a Strong Foundation: Reinforces the park's existing activity nodes and structure by rehabilitating and upgrading recreational and community amenities.

Planning for Resilience: Emphasizes the park's natural hydrology and allows some areas of the park to occasionally flood as a water management strategy. Key facilities such as new recreation fields and picnic areas are located on higher ground, where possible, to provide protection from flooding.

Enhancing Park Activities: Increases water access and development of community and recreational amenities near the river while providing a framework of community spaces throughout the park.

The three concepts have the same core design intentions with a few varying amenities unique to the specific plan to address accessibility and connectivity, waterfront activation, active recreation and community fellowship. Each concept provides additional passive recreation spaces such as picnic shelters, barbecues and picnic tables. All concepts support the health of the park and river while providing the community with a variety of recreational opportunities. Moving forward, the NPS will pursue partnerships and funding needed to implement desired elements of the three concepts. The NPS may choose a mix-and-match approach to implementing the concepts as there is no preferred alternative identified as part of this plan. Rather, the three concepts collectively represent the community's and the NPS's ideas, vision and wishes for the future. The NPS will evaluate actions to comply with applicable laws and policies such as the National Environmental Policy Act and National Historic Preservation Act and conduct all necessary agency reviews. Construction is sent to begin in summer 2026.
