Cottonwood Cove Development Concept Plan - Cultural Resources


This document contains a summary of proposed undertakings associated with the Cottonwood Cove Development Concept Plan. The result of this proposed undertaking is the implementation of phased improvement and modification of structures, features, and infrastructure within the Cottonwood Cove developed area initially envisaged under the 2014 Cottonwood Cove and Katherine Landing Development Concept Plans / Environmental Impact Statement. This undertaking focuses solely on the Cottonwood Cove developed area and includes modernization of building interiors and exteriors, modifying current components of the developed area, while maintaining and enhancing historic aesthetics of the Cottonwood Cove Mission 66 Historic District. The 2014 environmental impact statement sought general comments from the public on the overall project under the National Environmental Policy Act.

The NPS now seeks comments on the identification of historic properties and potential effects on historic properties from the proposed undertaking in accordance with Section 106 of the National Historic Preservation Act.

The identification and evaluation of historic properties and determinations of effect could not be completed prior to the completion of the 2014 environmental impact statement needed for compliance with the National Environmental Policy Act (NEPA), making the execution of a Programmatic Agreement (PA) for this Project an appropriate course of action under Section 106 of the National Historic Preservation Act, pursuant to 36 CFR 800.14(b)(1)(ii). This PA allows the NPS to phase consultation associated with individual undertakings for the development concept plan as detailed plans for each project are developed. The NPS also seeks public comments on the draft PA. Consultation with Tribal Nations and the Nevada State Historic Preservation Officer for this undertaking and PA is ongoing.
