(1) GATHER INFORMATION, INCLUDING PUBLIC INPUT
* Indentify region's contribution to national heritage using information provided by the public and subject matter experts
* Develop interpretive themes to provide a framework for interpretationand to focus study efforts

(2) PREPARE AND PUBLISH DRAFT STUDY
* Draft study will include:
a) the history of the study area
b) contribution to our national heritage
c) National Heritage Area management objectives
d) An application of the NHA criteria, including the identification of a management entity and financial feasibility plan

(3) GATHER PUBLIC INPUT ON DRAFT
* Invite public discussion and comment

(4) FINALIZE STUDY
* Determine if study area meets the national criteria
* Assess the public support for the designation and the capacity of the management entity
* Send findings to the Secretary of the Interior and to Congress

(5) CONGRESSIONAL ACTION
* Congress acts on the feasibility study findings
