Public scoping for the King Gillette Ranch Design Concept Plan, including the visitor center component, opened on October 26, 2008. A press release was sent to local media outlets and to the email list of interested parties on October 29, 2009 announcing an open house for November 8, 2008, and a public meeting on November 18, 2008. The press release announced that written comments would be accepted through December 2, 2008. Several individuals requested an extension of the public scoping period due to the Thanksgiving holiday. In response to these requests, the National Park Service extended the comment deadline to January 10, 2009.

After analyzing the public comments, the agencies began to develop and refine a range of alternatives that include trail use and access, visitor orientation and interpretation, parking and circulation, restoration zones, and existing facility conversion and use as administrative space, environmental education classrooms and dormitories, staff housing, and as an interagency science center or agency headquarters.

More public input was needed to develop alternatives for the project-level visitor center component of the Design Concept Plan. Public workshops specific to visitor center design were held on September 24 and 26, 2009.

The partner agencies then began to develop the joint NEPA/CEQA compliance document for the DCP. However, the complexity of the visitor center project and related funding requirements necessitated a separate in-depth compliance document for the visitor center. The Anthony C. Beilenson Visitor Center at King Gillette Ranch Environmental Assessment was the document available for public comment earlier this year.

After the close of the public review on March 15, 2010, the National Park Service reviewed the comments and prepared a final decision document, a Finding of No Significant Impact (FONSI) that was approved on May 11, 2010. The larger King Gillette Ranch Design Concept Plan will be available for public review in late 2010.
