The projected process for the Prisoner's Harbor area assessment is described below.

Step 1. Define purpose and need/develop preliminary alternatives. NPS personnel evaluated historic photographs, conducted biological surveys, and completed feasibility studies in 2003 – 2008. This information was used to define the project purpose and need and is available on this website.
Step 2. Conduct External Scoping. The park conducted preliminary public scoping during a site visit on April 5, 2007. Subject matter experts and partners had the opportunity to visit the site and discuss the proposed project with NPS personnel and provide comments. Public open houses were held in Ventura on July 1, 2008 and in Santa Barbara on July 2, 2008. Public Scoping ended on July 27, 2008. A summary of Public Scoping is available on this website.
Step 3. Refine Alternatives. NPS personnel evaluated all available data, surveys, historic photos, and consulted with subject matter experts to develop and refine reasonable alternatives for meeting project goals of restoring ecosystem function, restoring hydrologic function, protecting cultural resources, and improving the visitor experience.
Step 4. Identify environmental impacts and select preferred alternative. With guidance from NPS Director’ Orders – 12, NPS personnel identified and evaluated the environmental impact of each alternative. From this information, the preferred alternative was selected.
Step 5. Prepare draft environmental impact statement (EIS). A Draft Environmental Impact Statement was prepared and its availability for review and public comment was announced on May 15, 2009. This begins a 60-day public comment period ending July 15, 2009.
Step 6. Public Review of Draft EIS. Public comments accepted until July 13, 2009. Public open house on June 23, 2009 in Ventura at headquarters for Channel Islands National Park.
Step 7. Analysis of public comment
