In accordance with the Saint Croix Island International Historic Site (SACR) General Management Plan, the National Park Service is planning for future development on the mainland portion of SACR, near Calais, Maine. Decisions regarding the development of federal properties must follow a planning process prescribed by the National Environmental Policy Act (NEPA), and listed below.

Step 2. Begin resource inventory; identify additional information needed to support the planning process
Step 3. Conduct external scoping to introduce project and identify issues
Step 4. Develop alternatives for conceptual site design
Step 5. Identify environmental impacts and select preferred alternative
Step 6. Prepare draft Environmental Assessment of Facility Development Plan
Step 7. Internal agency review of draft Environmental Assessment
Step 8. Release Environmental Assessment on Draft Facility Development Plan for 30-day public review
Step 9. Analyze public comments
Step 10. Prepare final Facility Development Plan and decision document
Step 11. Release final Facility Development Plan and decision by the National Park Service *
