The Peace Corps Commemorative Foundation proposes to establish a permanent memorial commemorating the founding of the Peace Corps and the ideals on which the Peace Corps was founded. The Peace Corps Commemorative Foundation, in cooperation with the National Park Service (NPS), has identified several parcels adjacent to the U.S. Capitol and along Pennsylvania Avenue NW between 18th Street NW and Rock Creek and Potomac Parkway as potential sites for the memorial. Following the site selection, the Peace Corps Commemorative Foundation would design and construct a memorial, and the NPS would be responsible for its long-term maintenance. These potential sites are administered by National Mall and Memorial Parks or by Rock Creek Park, both of which are administrative units of the NPS.
In accordance with the National Environmental Policy Act (NEPA), the NPS and the Peace Corps Commemorative Foundation are preparing an Environmental Assessment (EA) to identify alternatives and assess the potential impacts of the proposal. Concurrent to the NEPA process, the NPS and the Peace Corps Commemorative Foundation will conduct a consultation under Section 106 of the National Historic Preservation Act of 1966 (NHPA).
