Description:
The National Park Service (NPS) and Georgetown University (the University) are proposing to exchange interests in land that could establish a non-motorized boathouse along the shore of the Potomac River in the Georgetown section of Washington, DC. In 1997, the NPS signed a Memorandum of Agreement (MOA) with the District of Columbia State Historic Preservation Officer (DC SHPO) that contained a provision that a boathouse proposed by the University would not have a footprint greater than 15,000 square feet. When Georgetown University subsequently proposed a larger boathouse, an amendment to the MOA was requested but was never implemented. Additional sites are now being considered the NPS is reopening of the Section 106 consultation process under the National Historic Preservation Act.

The Section 106 process is being undertaken concurrent with the environmental review process mandated by the National Environmental Policy Act (NEPA). NPS hosted an initial public scoping meeting in December 2007 and conducted focus group meetings in May 2008. This June 6th meeting will be the first in a series of Section 106 meetings on the project.

This meeting is the second Section 106 consultation meeting for the proposed land exchange and potential construction of a Georgetown University Boathouse. The meeting will: discuss the identification of potential alternatives; and identify the effects to historic resources that may result from the proposed project. It may also begin to address potential mitigation measures.

The Section 106 process is being undertaken concurrent with the environmental review process mandated by the National Environmental Policy Act (NEPA). NPS hosted an initial public scoping meeting in December 2007 to provide an opportunity for interested members of the public, agencies, and interest groups to learn about the project, ask questions, provide comments, and identify concerns they feel should be addressed during the review process. Additional focus group meetings were undertaken in May 2008. A formal Section 106 consultation meeting was held on June 6, 2008 at the offices of the National Trust for Historic Preservation. During this meeting historic properties in the vicinity of the project site were identified and an Area of Potential Effect (APE) for the project was determined.
