The National Park Service (NPS) is announcing a National Environmental Policy Act (NEPA) public scoping process for the Off-Road Vehicle (ORV) Management program for Fire Island National Seashore. This effort aims to evaluate the Seashore's ORV use and the existing ORV regulation to allow for appropriate vehicular access while protecting park resources and a safe visitor experience. In addition, the NPS plans to revise the current regulation to address changes to resources and use on Fire Island since the rule was implemented in 1987. The NPS will accept public input on a proposed action and potential impacts from October 30 to December 4, 2023.

Background:
Since the establishment of Fire Island National Seashore (Seashore) in 1964, the development, access, technology, and use of Fire Island has dramatically changed, but the off-road vehicle (ORV) regulation in place to protect the Seashore's resources has remained the same. Currently, the Seashore manages ORV driving based on the 1987 driving regulation and issues driving permits via Special Use Permits for residents and other services. The Seashore is taking a hard look at the existing regulation to identify where it can be changed.

The NPS will host one virtual and one in-person public meeting to share information on a preliminary proposal. The virtual meeting on November 14 will include a 20-minute presentation and a question-and-answer session. The in-person meeting on November 15 consists of an open house, a 20-minute presentation, and an opportunity for a facilitated question-and-answer session. The meetings and associated public comment periods will allow the NPS to get public input on issues related to the program and potential methods for improvement. The NPS plans to fulfill its public involvement requirement under the National Historic Preservation Act concurrently with the NEPA public involvement opportunities.
