RESTORE Council Draft FPL 3b

Federal Agencies - other than NPS » RESTORE Council Draft FPL 3b » Document List

The Gulf Coast Ecosystem Restoration Council (RESTORE Council or Council) was established by the Resources and Ecosystems Sustainability, Tourist Opportunities, and Revived Economies of the Gulf Coast States Act of 2012 (RESTORE Act) in order to help restore the ecosystem and economy of the Gulf Coast region by developing and overseeing implementation of a Comprehensive Plan and carrying out other responsibilities.

Pursuant to the RESTORE Act, the Council administers funding for Gulf ecosystem restoration. The Council approves projects and programs for Council-Selected Restoration Component or "Bucket 2" funding, in what is called a Funded Priorities List (FPL). The Council develops Funded Priorities Lists (FPLs) through collaboration among its members and with feedback from stakeholders across the Gulf. As a result of this collaborative process, the Council determined that developing FPL 3 using a phased approach would enable the Council to respond to ecosystem needs and take advantage of important partnership opportunities to advance large-scale ecosystem restoration in the near term.

The Council voted to approve FPL 3a in February 2020, which included one ecosystem project in Louisiana and another in Alabama. In March 2020, the Council solicited proposals for potential funding under Bucket 2 in the second phase of the Council's Funded Priority List 3, referred to as FPL 3b. In developing FPL 3b, the Council adhered to its FPL development processes, particularly as they relate to the use of the best available science (BAS), public engagement and transparency, and the Council's recently finalized Planning Framework. The activities included in draft FPL 3b are proposed to address ecosystem needs across the Gulf, taking into consideration the approved FPL 3a investments.

The draft FPL 3b will be available for public review and comment beginning November 16, 2020 and ending at 11:59 pm MDT on January 5, 2021. During this time frame, the RESTORE Council will provide an overview of the draft FPL 3b via live public webinars. In general, all comments received, including attachments and other supporting materials, will be part of the public record and subject to public disclosure. Additionally, any business or personal information provided, such as names, addresses, email addresses, or telephone numbers will be part of the public record.
