Chattahoochee River National Recreation Area (CHAT) and the Cumberland Community Improvement District (CCID) are partnering to rehabilitate the facilities at Paces Mill, part of the West Palisades unit of the park. The goal of this project is to improve site safety for pedestrians and vehicles, improve site sustainability, and create a distinct national park experience. The design addresses circulation, parking, trail connections, restrooms and visitor amenities, river access, and open space within CHAT.

CHAT prepared an Environmental Assessment (EA) to analyze alternatives to meet the project's purpose and need and evaluate impacts to cultural and natural resources. The EA has been prepared in compliance with the National Environmental Policy Act. In compliance with Executive Order 11988 for "Floodplain Management" and National Park Service (NPS) Director's Order (DO) #77-2: Floodplain Management and Procedural Manual (PM) #77-2 the National Park Service has prepared a Statement of Findings to evaluate the likely impacts of actions in floodplains at Paces Mill. The Statement of Findings is attached as Appendix F to the EA.

The statements and conclusions reached in this finding of no significant impact (FONSI) are based on the documentation and analysis provided in the EA and associated decision file. The FONSI and Non Impairment Determination (NID) was approved on September 29, 2022 by the Interior Region 2 -South Atlantic Gulf Regional Director, Mark Foust.
