UPDATE 2/10/20: NPS has selected Island Potato, LLC for award of all three agricultural leases on NPS lands within the Reserve. This concludes the competitive process for award of the leases, which was announced in July 2, 2019 via a Request for Proposals (RFP).

Update 12/6/2019: The RFP process has ended and a preliminary recommendation for leasing has been identified and is undergoing legal and policy review. A final decision is expected in winter 2020.

Dear Friends:

The National Park Service (NPS) operation within Ebey's Landing National Historical Reserve has issued a Request for Proposals (RFP), which seeks to lease 222 acres of cropland, and 131,000 square feet of facilities including loafing sheds, silage pits, storage sheds, etc. suitable for various livestock operations.

There are three lease portfolios in the RFP solicitation, which are referred to as "Farm I," "Farm II," and "Highway South." Interested parties may bid on any or all of the lease portfolios, and may be awarded one to all three leases. The duration of the leases will be 10 years. Leasing these properties will provide the lessee(s) with a business opportunity to continue the historic tradition of farming in the Reserve.

The RFP process is open and competitive. It began on July 2, 2019 and has been extended four weeks to end on October 24, 2019. All lease proposals must be submitted by the 10/24 due date.

A site visit took place on July 16, 2019, and potential bidders visited the lands and facilities available for lease and answer questions. These questions, along with responses, are now posted in the "open for comment" link at left. Look for the document entitled "Amendment No. 1 to RFP Solicitation EBLA00x-20."

In November 2019 a panel of federal officials including experts from the U.S. Dept. of Agriculture will review and select lessee proposals. Once selected, the NPS will negotiate final lease terms with selected lessee(s), and commence the leases in April, 2020.

Note: the documents are not "open for comment" but instead available to inform proposal submission.
