Update: August 16, 2018 - Public Release of the Record of Decision

The National Park Service (NPS) has selected the Proposed Project as the Selected Action and has completed the decision making and environmental compliance processes for the City of Daly City's (Daly City) Vista Grande Drainage Basin Improvement Project at Fort Funston in San Francisco. The Selected Action provides the most comprehensive and effective method among the alternatives considered for meeting the NPS purpose, goals, and objectives for the project, including avoiding, minimizing, or mitigating environmental impacts on park resources; alleviating flooding in the Vista Grande Drainage Basin by expanding the Vista Grande Tunnel's hydraulic capacity and extend its operating lifetime; and augmenting Lake Merced's water levels with a sustainable supply of stormwater. The environmental impact analyses demonstrate that the Selected Action is the environmentally preferred alternative and that it is fully consistent with the Park Service's mission and policies, the policies and programs of Daly City and other pertinent laws and regulations. The project will consist of the following key elements:

* partial replacement of the existing canal and incorporation of a trash/debris screening
device
* treatment of wetlands
* diversion structures to route storm flows from the canal into Lake Merced
* expansion of the existing Vista Grande Tunnel at Fort Funston to increase peak flow
capacity and modification of the existing beach outfall structure to improve coastal access

The Record of Decision (ROD) for the Vista Grande Drainage Basin Improvement Project was signed by National Park Service Pacific West Regional Director Stan Austin on July 27, 2018. The ROD completes the National Environmental Policy Act (NEPA) compliance process for this important plan. Update: September 7, 2017 - Public Release of Final EIS_R

The National Park Service (NPS) announces the availability of the Final Environmental Impact Statement_Report (Final EIS_R) for the proposed Vista Grande Drainage Basin Project (Project), prepared in cooperation with the City of Daly City (Daly City). The Final EIS incorporates the Final Environmental Impact Report (EIR) prepared by Daly City.

Text for the public release of the Draft EIS_R (April 2016 - Truncated due to size limitations):

The City of Daly City, as Lead Agency under the California Environmental Quality Act (CEQA), and the National Park Service (NPS), as Lead Agency under the National Environmental Policy Act (NEPA), have prepared a joint Draft Environmental Impact Report and Environmental Impact Statement (EIR/EIS) for the Vista Grande Drainage Basin Improvement project.

The public comment period begins on April 29, 2016 and closes at 5:00 p.m. on July 1, 2016. Daly City will hold a Public Meeting to provide an opportunity for the public and regulatory agencies to learn about the Project and be informed about how to submit comments on the adequacy and accuracy of the Draft EIR/EIS.
