Vista Grande Drainage Basin Improvement Project EIR/EIS

The City of Daly City, as Lead Agency under the California Environmental Quality Act (CEQA), and the National Park Service (NPS), as Lead Agency under the National Environmental Policy Act (NEPA), have prepared a joint Draft Environmental Impact Report and Environmental Impact Statement (EIR/EIS) for the Vista Grande Drainage Basin Improvement project.

Daly City is proposing the project to address storm-related flooding in the Vista Grande Drainage Basin, while providing the additional benefit of augmenting the level of Lake Merced. The Project would consist of partial replacement of the existing Vista Grande Canal to incorporate a debris screening device, a treatment wetland, and diversion and outfall structures to route some flows from the Canal to Lake Merced; replacement of the existing Vista Grande Tunnel through Fort Funston to increase its peak capacity and extend its operating life; and replacement of the existing Ocean Outlet structure at Fort Funston. When completed, the Project would improve lateral beach access near the Ocean Outlet, and would reduce litter transfer and deposition along the beach below Fort Funston. The Project would maximize the use of existing rights-of-way, easements, and infrastructure to minimize construction-related costs, habitat disturbance, and disruption to recreational users. Operational components of the Project would include management of water elevations in Lake Merced and a Lake Management Plan that would implement water quality best management practices.

Construction activities at Fort Funston would include the development of a construction shaft and staging area near the main parking lot and construction of the rehabilitated Ocean Outlet structure on the beach. Replacement of the Vista Grande Tunnel would be completed through use of the construction shaft.

The Draft EIR/EIS can be downloaded from this website (click on Document List on the left). The Draft EIR/EIS is also available for review at the Westlake Branch of the Daly City Public Library (275 Southgate Ave) and the Merced Branch of the San Francisco Public Library (155 Winston Dr). Copies of materials referenced in the EIR are available upon request from Daly City.

The public comment period begins on April 29, 2016 and closes at 5:00 p.m. on July 1, 2016. Daly City will hold a Public Meeting to provide an opportunity for the public and regulatory agencies to learn about the Project and be informed about how to submit comments on the adequacy and accuracy of the Draft EIR/EIS on:
