WSSC entered into a consent decree in 2005 that requires the repair and rehabilitation of WSSC pipes and manholes within the Greenbelt Park owned by the National Park Service. In order to perform the maintenance activities within Greenbelt Park, a permit from NPS is required. Issuance of this permit constitutes a federal action by NPS, and as such is subject to the requirements of the National Environmental Policy Act (NEPA) and National Historic Preservation Act (NHPA, Section 106). As a preliminary step, WSSC and Greeley and Hansen prepared a Technical Memorandum and submitted to NPS on July 10, 2014. After multiple discussions and coordination meetings, WSSC and NPS agreed to proceed with an Environmental Assessment (EA) for the sewer rehabilitation projects within the Greenbelt Park.
