Kalaupapa NHP General Management Plan and Environmental Assessment

Dear Friends of Kalaupapa,

The National Park Service has released a revised general management plan and environmental assessment (GMP/EA) for public review and comment.

In 2015, the National Park Service released the Kalaupapa National Historical Park Draft General Management Plan and Environmental Impact Statement. After thorough consideration of the comments received and changes to the plan, the NPS has determined that a full environmental impact statement is no longer needed and has replaced it with a revised general management plan and environmental assessment (GMP/EA).

The GMP/EA responds to public comments and provides broad guidance for the management of the park over the next 15 years and beyond. The remaining resident-patients lifestyle and rules would not change in the short-term. For the long-term, the plan outlines several actions, including to:
• Mālama i ka 'āina (care for the land and waters) in a manner that shows respect for the peninsula's people, stories, and way of life and is done in collaboration with the park's many partners,
• Continue the ongoing transfer of Hawai'i Department of Health responsibilities to the NPS,
• Assume NPS overall management of visitor access, activities, and resources in consultation with state agency partners,
• Allow for changes to visitor regulations, including allowing children to visit Kalaupapa with adult supervision and removing the 100 person per day visitor cap while continuing to limit the number of visitors through new mechanisms.

Other changes include the removal of the boundary modification proposal for the North Shore Cliffs, removing specific guidance for the historic buildings within the Kalaupapa Settlement, and shortening the document to be more clear and concise. These actions significantly reduce the impacts that could result from the plan's alternatives, making an EA more appropriate than an environmental impact statement. At the bottom of this message, I invite you to read more about the planning process and change to an EA.

In 2015, the public requested another opportunity to review the general management plan for Kalaupapa National Historical Park. This comment period responds to this request and fulfills public engagement and consultation requirements under the National Environmental Policy Act (NEPA) and Section 106 of the National Historic Preservation Act (NHPA).

Once the plan is finalized, implementation will include more specific planning and activities that will include public engagement and consultation under NEPA and NHPA. There will be continued opportunities for your involvement with how the NPS manages Kalaupapa National Historical Park.
