The Zion–Mt. Carmel Highway Rehabilitation Environmental Assessment and Assessment of Effect (EA) is now available for public review and comment.The EA evaluates potential impacts on park resources and visitor experience from the proposed rehabilitation of the road from the junction with the Scenic Drive to the East Entrance of the park.This road was completed in 1930 and since then has only had routine maintenance. Because of environmental effects, heavy traffic, and time the road has deteriorated.
The EA analyzed two alternatives.Under the No Action Alternative there would be no road rehabilitation.Zion staff would continue routine maintenance and minor repairs.The road pavement and structural integrity would continue to deteriorate and drainage problems would persist.
The Preferred Alternative describes site-specific repairs needed to address the identified deficiencies along 9.5 miles of the highway. Proposed rehabilitation activities would occur in two phases.The first phase, scheduled for 2010, would rehabilitate 3.5 miles of road from the Virgin River bridge near the intersection with the Zion Canyon Scenic Drive to the west Tunnel portal.It is anticipated that this would take up to 7 months .The second phase, scheduled for 2012, would rehabilitate 6.0 miles of road from the east portal of the Tunnel to the park's eastern boundary.It is anticipated that this would take up to 5 months.
