The National Park Service prepared a Foundation Document for Virgin Islands National Park and Virgin Islands Coral Reef National Monument which reiterates the park's core purpose and significance and most important resources and values; these components are rooted in the park's legislated purpose and typically do not change over time. In addition, the Document takes a fresh look at the interpretive themes that tell the park's important stories. Finally, the Foundation Document providesa list of further planning needs as well as critical issues, challenges, and opportunities that face Virgin Islands National Park and Virgin Islands Coral Reef National Monument into the future.

The Foundation Document is not a decision-making document and does not include actions or management strategies like the GMP. Instead it describes a shared understanding of what is most important about the park for future management and planning decisions facing Virgin Islands National Park and Virgin Islands Coral Reef National Monument.
