Dear Friend of Capulin Volcano National Monument:

I am pleased to announce that the Draft General Management Plan and Environmental Assessment (GMP/EA) for Capulin Volcano National Monument (NM) is now available for a 30-day public review and comment period. This has been a long planning process; the plan began in 1998 and continued until 2000. The plan was postponed at that time due to personnel changes. The planning process resumed in 2001 but was delayed once again to personnel changes until 2007. The planning process resumed in 2008. Information gathered from the public during the planning process was incorporated in the management alternatives.

The GMP presents two management alternatives, including the National Park Service preferred alternative, for resource protection, visitor use and experience, and site operations at Capulin Volcano for the next 15-20 years. The preferred alternative would place increased emphasis on interpretive, educational, and outreach programs. These programs would interpret both the natural and cultural history of the monument. Monument staff would develop partnerships with the scientific community to enhance interpretive and educational programs. Monument staff would expand programs to restore native vegetation and eradicate exotic and invasive plant species. Protection of scenic views would be enhanced.

Monument facilities would be rehabilitated to address administrative needs and enhance visitor experience. The visitor center would be
rehabilitated to improve visitor services and interpretive programs. Accessibility for mobility and visually impaired visitors would be improved. The administrative and maintenance facilities would be rehabilitated to improve operational efficiency. The restroom at the picnic area would be upgraded. Erosion prevention measures would be enhanced on the volcano slopes to maintain the integrity of the Volcano Road. There would be no changes to the monument boundary under the preferred alternative.

This draft plan is the culmination of an extensive team effort that included consultation and coordination with federal, state, and local officials, tribal governments, and members of the general public via newsletters, public meetings, government consultation, and other means.

Comments should be received in the park office by September 14, 2010.

Two public meetings will be held on the general management plan. The first will be held on Tuesday, August 31, from 6:30 to 8:00 p.m. at the Village of Des Moines Village Hall/Recreation Center, 654 Highway 64/87, Des Moines, New Mexico, 88418. The second public meeting will be held at the second Monument visitor center on Wednesday, September 1, beginning at 5:00.
