Rehabilitate Historic Promenade Pavement to Improve Safety

This project will remove and replace approximately 11,300 square foot of deteriorated concrete and asphalt concrete on the Aquatic Park Promenade between the Jefferson Street bollards on the east and Van Ness Avenue on the west. The Promenade is the wide sidewalk along the northern edge of the Aquatic Park Historic District, running from Jefferson Street to a point just west of the West Bleachers where it splits between the asphalt upper path and the concrete lower path. The historic State Belt Railroad tracks (after 1969, the San Francisco Belt Railroad) run from Hyde Street, west down the middle of Jefferson Street and then near the southern edge of the Promenade sidewalk, just north of the Bleachers structures, and then along the asphalt path to cross Van Ness Avenue and enter the Fort Mason tunnel. The asphalt path was originally a gravel railroad right-of-way that was paved after train service ended in the mid 1970s. The concrete track bed and the sidewalk of the central and east Promenade were laid over sand. Originally, the the tracks set flush with the concrete surface. Over the years, subsidence and the pressure of vehicle traffic has led to cracking and pavement losses. There has been infill with asphalt, largely in an attempt to minimize tripping hazards and bicycle accidents from the rail tracks.
