Rehabilitate Jacob Riis Park Bathhouse

The National Park Service (NPS) is proposing to rehabilitate the Riis Bathhouse and to demolish two support structures: the pump house just west of the Bathhouse, and the Bay 13 concessions stand at the west end of the promenade. With the exception of the concessions stand, all of these structures are listed on the National Register of Historic Places as part of the Jacob Riis Park Historic District.
Hurricane Sandy's storm surge burst through the Bathhouse, taking out door and window coverings and knocking down the courtyard wall. Gateway realizes that returning the Bathhouse complex to one of its historic states is unsustainable. The rehabilitation of the Bathhouse complex is designed to demonstrate elements of flow-through design, including roll-up doors on the Beach Pavilion and open fencing for the courtyard, in an effort to make this historic property more resilient to future storm surges and expected sea-level rise.
The proposed rehabilitation and demolitions at Riis Park are subject to Section 106 of the National Historic Preservation Act (NHPA), which requires federal agencies to consider the effects of their actions on historic properties. Due to the change from their historic character of the Beach Pavilion and the courtyard wall, the NPS has determined that the proposed project will have an adverse effect on the Jacob Riis Park Historic District. As required by NHPA, the NPS has consulted with the New York State Historic Preservation Office, and has drafted a Memorandum of Agreement to that effect.
The MOA was available for public review May 13 to May 27, 2015; the final agreement is available in the document list at left.
