Stafford County has proposed the installation of a 24" force main sewer line along the length of River Road (Route 607) through the Chatham Unit of the Fredericksburg and Spotsylvania NMP. There is currently an 8" sewer line running beneath the southwest lane of River Road. The county proposes installing the new 24" sewer line beneath the northeast lane of River Road and ultimately abandoning the 8" line. Just short of the Chatham Bridge (Route 3 Bridge), the sewer line will shift out of the road on to NPS lands to the southeast and will then follow beneath the Stafford County pedestrian Belmont-Ferry Farm Trail and off NPS lands.

River Road, as it passes through park lands at Chatham, is owned by the NPS. There is a Virginia Department of Transportation (VDOT) right-of-way for the road, but no evidence of a right-of-way, easement, or special use permit for the existing 8" sewer line has been found. The installation of the existing sewer line predates the 1970s-1980s acquisition of lands at Chatham by the NPS. Any new sewer line would require a right-of-way permit and/or easement, which the park proposes to facilitate.

The origins of River Road remain a bit uncertain, but the road in some fashion existed by the first quarter of 19th century. It linked Chatham with Falmouth, the small village to the north. An archaeological survey of that portion of River Road that runs through the Chatham Unit was conducted and no intact or significant features or resources were discovered. Additionally, a previous archaeological survey of the path of the Belmont-Ferry Farm Trail did not reveal any intact or significant resources.
