Add graspable surface to handrails to SITK Visitor Center porch for accessibility

Purchase and install handrails, including extensions (including the length required for the chosen return method), and mounting hardware to be installed onto the existing wood guardrails on the Visitor Center seaside porch. Match color to existing Visitor Center trim.
