Manassas National Battlefield Park intends to transfer a partial set of human remains (Burial #3) and an associated personal object (historic rubber pocket comb) originally buried with the remains to the Office of Army Cemeteries for planned interment in Arlington National Cemetery.
A partial burial of a Union soldier was identified and recovered during Phase III data recovery excavations of a Civil War surgeons limb pit at Manassas National Battlefield Park in March 2024. These excavations were pursuant to a Memorandum of Agreement (MOA) between the NPS, the Advisory Council for Historic Preservation (ACHP), and the Virginia Department of Historic Resources (VADHR). The 2024 excavations yielded four new surgically amputated limbs and the unanticipated discovery of one burial of a Union soldier. Found in direct association with this soldier's interment was a comb.
A professional archeological excavation was carried out and has documented the remains, comb, and the associated site. Memos written by National Park Service Archeologists with further documentation are provided here.
Pursuant to 43 CFR § 7.33(d), (https://www.ecfr.gov/current/title-43/subtitle-A/part-7/subpart-B/section-7.33) this documentation serves as determination that 'certain material remains are not or are no longer of archaeological interest, and therefore are not to be considered archaeological resources' and as public notice of the determination under 43 CFR § 7.33(e). This determination is necessary to facilitate the transfer for honorable interment of the soldiers remains in Arlington National Cemetery.
Documentation is available for public notification from August 13 to September 4.
Per 43 CFR § 7.33(f), any interested individual may submit a written request that the Departmental Consulting Archaeologist review the determination. If such request is made, the Departmental Consulting Archaeologist shall review it and, if appropriate, the Federal land managers determination and supporting documentation. The Departmental Consulting Archaeologist must then prepare a final recommendation and transmit that recommendation to the head of the bureau for further consideration within 60 days.
