The Native Village of Noatak has submitted 2 separate SF-299 Right of Way (ROW) applications related to the Noatak Fuel Transportation Project: 1) a one-time Temporary Access request to move an empty Cat Forwarder to the Native Village of Noatak, and 2) a Full Access request to transport 50,000 gallons of fuel annually overland to the village in winter months. PROJECT DESCRIPTION: FULL ACCESS ROW APPLICATION
A significant amount of fuel used in remote villages arrives by aircraft, making it very expensive. As part of a plan to reduce costs by transporting heating fuel overland between the Red Dog Port Site and the Native Village of Noatak, the village is requesting permission to haul 50,000 gallons of diesel heating fuel annually across ~8 miles of NPS lands in Cape Krusenstern National Monument (CAKR). The fuel would be transported in winter months using a wheeled Cat Forwarder with a 3,300 gallon custom tank. An annual total of 17 round trips would be required.
The Cat Forwarder transport vehicle was procured via a $425K grant from the state and is currently on-site at the Red Dog Port. Teck has agreed to supply the fuel at cost.
The project proposal states that fuel would be transported by Teck from the Red Dog Port Site to Material Site #6 on the DMTS haul road, where it would be transferred to the Cat Forwarder. It would then be driven over snow on the existing snowmachine route across the northeastern corner of CAKR, and then across adjacent BLM lands enroute to the village.
The only ROW authority the NPS has to authorize the proposed access (ie., large wheeled vehicle) across CAKR is Section 1110(b) of ANILCA (43 CFR 36.10) (Access to Inholdings), and that authority could be used only if the Village of Noatak is determined to be "effectively surrounded" by NPS managed lands for the purposes of this proposal.
The Native Village of Noatak and Northwest Arctic Borough submitted a draft SF-299 ROW application on Aug 27, 2015. The final SF-299 was received by NPS on Nov 24, 2015.
