The District of Columbia Water and Sewer Authority (DC Water), as part of its Capital Improvement Program, is proposing to repair, rehabilitate and/or replace sewer infrastructure along the Fenwick Branch, along Sherrill Drive, and along Pinehurst Creek in Rock Creek Park. DC Water's goal for these projects is to reduce the potential for sanitary sewer overflows. The projects would also involve the repair of Municipal Separate Storm Sewer (MS4) outfalls in these park areas.
The proposed projects would require the National Park Service to issue a Special Use permit for DC Water to enter park land and carry out project activities. As part of the National Environmental Policy Act (NEPA) process for this permit, DC Water held a scoping meeting to solicit public participation and comments in the preparation of a NEPA Compliance Document for the proposed projects.
The public scoping meeting was held on March 15, 2016, at the Fort Stevens Recreation Center in Washington, DC. The meeting provided an introduction and discussion of the project purpose and need, and the design alternatives development process. Interested members of the public, federal, state, and local agencies were invited to participate in this scoping process. National Park Service staff also attended.
