The National Park Service (NPS) is pleased to announce the Environmental Assessment/Assessment of Effect for the Mesa Top Waterline (PEPC ID #42486) project is available for public review and comment.

The National Park Service proposes to replace a primary waterline at Carlsbad Caverns National Park which was severely damaged by natural events. The existing 6,930 foot long, 8 inches in diameter, waterline was subjected to damaging freezing temperatures in February 2011. A wildfire followed in June 2011, destroying much of the insulation on the pipeline and many of the wooden support blocks. This above-ground pipeline is the park's only potable water distribution line to supply water to the visitor center, employee housing and park offices. The proposed project is needed to restore a permanent, reliable source of water to the park, and to further protect the waterline from damaging natural events.

We invite you to comment on this project and you may do so by any one of several methods. The preferred method of comment is on the park's planning web site at http://parkplanning.nps.gov/. A copy of the Mesa Top Waterline Environmental Assessment/Assessment of Effect is available for download at the park's planning website above, or can be obtained by contacting the park at (575) 234-6707. A limited number of printed copies are available.

Whether you comment on the web site or through the mail, if you include your address, phone number, email address, or other personal identifying information, you should be aware that your entire comment - including your personal identifying information – may be made publicly available at any time. While you can ask us in your comment to withhold your personal identifying information from public review, we cannot guarantee that we will be able to do so.

The National Park Service will accept comments from the public on the Environmental Assessment/Assessment of Effect for a period of 30 days from the date of this letter.
