Scope of the Report
This combined Cultural Landscape Report and Environmental Assessment (CLR/EA) for
Washington and Barnum Islands provides guidance for treatment and use of the above-ground resources associated with the significant historic landscapes on the two islands. Cultural landscape reports serve as the primary guides to treatment and use of cultural landscapes, prescribing treatment and management of the physical attributes, biotic systems, and use. An environmental assessment (EA) is an analysis of the possible impact – positive or negative – that a proposed project may have on the environment, including collectively the natural, social and economic aspects. By combining both reports into one document, the potential impacts of the treatment alternatives can be considered in the CLR process. This approach streamlines the project process and integrates the environmental information into the development of the treatment alternatives.
A thorough investigation and evaluation of the historic landscapes was conducted in June 2010 using National Park Service (NPS) and the United States Secretary of the Interior's guidelines.
The documentation of historic significance and evaluation of integrity of the historic landscapes serves as a framework upon which treatment recommendations are developed. This report provides park managers with a comprehensive understanding of the physical evolution of the historic landscape, and guidance for future landscape management. The report has been prepared by a project team comprised of staff members from Quinn Evans Architects (QEA), and Woolpert, Inc., to fulfill a contract with the Midwest Regional Office of the National Park Service.
Purpose and Need for the Project
The General Management Plan (GMP) for Isle Royale National Park recommends that the park provide visitor amenities and interpretive opportunities at the island while protecting and managing cultural and natural resources. The CLR/EA evaluates potential scenarios to preserve the historic resources, minimize impacts to natural resources, and develop approaches for future use and management. This EA has been prepared in accordance with the National Environmental Policy Act (NEPA) of 1969 and regulations of the Council on Environmental Quality (40 CFR 1508.9).
Relationship to Cultural Resource Management Plan
The Cultural Landscape Report/Environmental Assessment will provide guidance for the treatment and use of buildings and landscape resources only at Washington and Barnum Islands. This CLR/EA should not be confused with the more comprehensive Cultural Resources Management Plan that is also being developed at this time. The Cultural Resources Plan will deal with cultural resources park-wide and is a much more in-depth comprehensive document. The CLR/EA for Washington and Barnum Island will provide treatment alternatives concerning buildings and vegetation and facilities for public use; i.e. what buildings will stay and how they will be used; where and how vegetation will be managed; how visitors could be accommodated. The CLR/EA will not make any recommendations about who should enter into long term use agreements or who will become caretakers or volunteers. Treatment recommendations for buildings and landscape features developed in the CLR/EA will help to inform the Cultural Resources Plan as that planning effort moves forward.
