The National Park Service, Chesapeake and Ohio Canal National Historical Park, proposes to use a portion of the Mountain Lock day use parking lot area for a temporary stockpile for towpath gravel. The purpose of the project is to create a temporary local stockpile of repair material for the towpath and reduce the number of haul trips. The need is to avoid long distance transportation over narrow public roadways over the course of the entire repair project work. It also would reduce the cost of the project as the initial delivery would be made to the project location and not to another location outside of the project area.
The Mountain Lock day use parking area has a section closed to vehicle parking. This was done as a safety measure. The roadway into the section that is blocked had a hazardous intersection with the public roadway. It is within the closed area where the towpath material would be stockpiled. Asphalt from the parking lot roadway still exists and would be the base for the stockpile. The closed area has become overgrown with non-woody vegetation as a result of non-use, but not trees will need to be removed to accommodate the stockpile. Some tree limbs may need to be pruned to reduce damage from delivery haul trucks.
The project would involve the delivery of 10,000 tons of material. Repairs to the towpath would commence upon delivery. The stockpile would be depleted as the towpath repairs are made. Once all of the material is placed on the towpath, the stockpile area will be cleaned and reverted to an open space, but not open as a public parking area.
The towpath material purchase is in conjunction with PEPC/ARRA project # 24419. Towpath repairs will be undertaken by park staff hired under the American Recovery and Reinvestment Act.
The park's Interdisciplinary Team reviewed the project for impacts to natural and cultural resources. The project does not pose any serious or long-term effects to the environmental, historical, cultural, archeological, or visual resources. It meets categorical exclusion #C.3 – Routine maintenance and repairs to non-historic structures, facilities, utilities, grounds, and trails.
Upon review under the National Historic Preservation Act/Section 106 Programmatic Agreement, no historic properties will be affected. The project also meets Streamlined Activity #3 – Repair/Resurfacing/Removal of Existing Roads, Trails and Parking Areas.
