The Crossroads of the American Revolution National Heritage Area was created on October 10, 2006 when PL 109-338 became law. Section 297 of the legislation, titled "Crossroads of the American Revolution National Heritage Area Act of 2006," established a Federal interest in developing a regional framework to assist the State of New Jersey, local governments, and private citizens in preserving and protecting resources of the period and recognizing those resources for the educational and recreational benefit of future generations. The legislation established boundaries for the designated heritage area and identified the Crossroads of the American Revolution Association as the local coordinating entity for the heritage area.

The Crossroads of the American Revolution Association is undertaking the preparation of a management plan for the national heritage area to guide its implementation by a broad range of federal, state, and local partners. The management plan will outline a program and structure for the heritage area, establish a decision-making framework, and provide guidelines for implementation.
