The National Park Service in partnership with Ka 'Ohana O Kalaupapa is beginning the process to design and develop a memorial to be placed within the boundaries of the Kalaupapa National Historical Park (National Historic Landmark). Earlier this year, President Barack Obama signed into law the Kalaupapa Memorial Act. The law states that "The Secretary of the Interior shall authorize Ka 'Ohana O Kalaupapa, a non-profit organization consisting of patient residents at Kalaupapa National Historical Park, and their family members and friends, to establish a memorial at a suitable location or locations approved by the Secretary at Kalawao or Kalaupapa within the boundaries of Kalaupapa National Historical Park … to honor and perpetuate the memory of those individuals who were forcibly relocated to the Kalaupapa Peninsula from 1866 to 1969."
Kalaupapa National Historical Park and Ka 'Ohana O Kalaupapa, through internal scoping, have developed a list of proposed locations for the memorial within the park boundaries and will be doing further data gathering and working with interested public to refine the proposed locations. An Environmental Assessment is also being prepared for this project, in accordance with the National Environmental Policy Act of 1969, as amended.
We invite you to participate in this process to ensure that the National Park Service takes into account the effects of monument construction and location on natural and cultural resources.
