The goal of bringing the Holodomor to international attention is to pay tribute to the millions of innocent victims, to condemn the crimes of the Soviet Communist regime, to restore historical justice and to obtain international recognition of the Ukrainian famine.

Ukraine seeks to increase the international community's awareness of the fact that engineered famines are still being used as a weapon, and through this awareness to help prevent such deplorable acts elsewhere in the world.

H.R.591, introduced on February 5, 2003, by Congressman Sander Levin, would authorize the Ukrainian Congress Committee of America to establish a memorial on Federal Land in the District of Columbia to honor the victims of the Ukrainian Famine of 1932-1933.

Public Law 109-340 authorized the Government of Ukraine to establish a memorial on Federal Land in the District of Columbia to honor the victims of the manmade famine that occurred in Ukraine in 1932-1933.
