GLEN CANYON NATIONAL RECREATION AREA ANNOUNCES RELEASE OF THE FINDING OF NO SIGNIFICANT IMPACT FOR THE 2008 UPLAKE DEVELOPMENT CONCEPT PLAN AND ENVIRONMENTAL ASSESSMENT
Page, AZ - Glen Canyon National Recreation Area Superintendent Stan Austin today announced the availability of the Finding of No Significant Impact (FONSI) for the 2008 Uplake Development Concept Plan (DCP) and Environmental Assessment (EA). The FONSI, which was signed by National Park Service Regional Director Mike Snyder on January 30, 2009, identifies the selected alternative and is the decision making document for the project.
Two alternatives were evaluated in the EA: Alternative A (the no action alternative) and Alternative B (the preferred alternative). The preferred alternative considers a range of options and changes to the existing facilities and services at the Bullfrog, Halls Crossing, and Hite developed areas, and Farley Canyon accessible shoreline area. The preferred alternative includes changes to current facilities in the form of facility upgrades, expansion, or improvements generally keeping with approved plans and anticipated future needs including increases to employee, concessioner, and visitor services, and paving launch ramps. The preferred alternative also reorganizes and relocates some marina services among the three marinas. Components of the preferred alternative will be implemented over the next 15-20 years as individual projects are prioritized, determined to be economically feasible, and project funding is identified.
The preferred alternative is the selected alternative because it best meets the purpose and need for the project as well as the project objectives to (1) continue to provide visitor access to the uplake areas and tributaries, (2) provide opportunities for a variety of visitor experiences at the uplake areas, (3) provide necessary and appropriate visitor services at the uplake areas, consistent with current and anticipated visitation, (4) accentuate different types of services at each developed area, (5) design facilities and services within uplake developed areas to accommodate fluctuating lake levels, and (6) guide efficient and effective organization of services within uplake developed areas.
The DCP/EA was made available for public review and comment during a 30-day period ending January 5, 2009. Five comments were received. Four comments expressed general support for the project. One individual requested a paper copy of the document. The FONSI, and DCP/EA are available online at: http://parkplanning.nps.gov/glca.
