The National Park Service, Chesapeake and Ohio Canal National Historical Park, will install vehicle traffic counters at five locations in the park. The inductive loop wire counters will be imbedded into the roadway with the counter device located beyond the road shoulder. All components will be installed within the limits of disturbance of the roadway at each location. The new vehicle counters will replace existing units at each location. The counters will be installed at Carderock, Swains Lock, Pennyfield Lock, Edwards Ferry, and Noland's Ferry.
The park's Interdisciplinary Team reviewed the project for impacts to natural and cultural resources. The project does not pose any serious or long-term effects to the environmental, historical, cultural, archeological, or visual resources. It meets categorical exclusion #C.9 – Repair, resurfacing, striping, installation of traffic control devices, repair/replacement of guardrails, culverts, signs and other minor existing features on existing roads when no potential for environmental impact exists. The project also meets the National Historic Preservation Act/Section 106 Programmatic Agreement, Exclusions #IV.B 8 – placement, maintenance, or replacement of utility lines, transmission lines, and fences within previously disturbed areas.
