This project proposes to chip seal approximately 19-miles of the Big Oak Flat Road; starting at the Hwy 120/140 interchange to Hodgdon Meadows. The project has four components: patching holes, filling cracks, repairing curbs and applying a chip seal on the road. Patching cutouts will be kept to a maximum depth of 12-inches within the existing road prism. The failed material will be removed and replaced with new base material and asphalt pavement. The existing road surface will be crack filled as well as repairing the existing asphalt curb. There will be no additional new curbing only repairing what is currently damaged or destroyed. Chip seal is then applied over the road surface. A chip seal consist of placing an emulsion (mixture of water, asphalt cement & emulsifying agent, such as soap) over the road, immediately followed by typically placing 3/8"-1/2" uniformly graded rock chips over the top of the emulsion. New centerline markers would be installed and the road re-striped upon completion of the chip seal. The work will occur within the boundaries of the existing paved surface.
PROPOSED PROJECT LIMITS:
The project limits include all of the Big Oak Flat Road (Approx. 19-miles, excluding turnouts) from the intersection of the El Portal Road to the Northern Park Boundary (Hodgdon).
PROPOSED TIME FRAME AND WORK SCHEDULE:
The plan is to award the contract this spring and commence work in July-August and have the work completed by the end of October 2007. The patching, crack filling and curb work would occur during the week days (Monday thru Friday) in July-August between the hours of 9:00 PM and 6:00 am days. Whereas, the chip seal work would occur after Labor Day (September-October) Monday thru Friday between the hours of 7:00 AM and 5:00 PM. It is anticipated there will be 1-month of night work, patching and 1-month of day time work, chip sealing.
PROPOSED TRAFFIC CONTROL PLAN:
The project scope will require a traffic control plan be developed in coordination with the park traffic control, law enforcement, & maintenance staff.
PROPOSED STORM WATER POLLUTION & SPILL PREVENTION PLAN:
The proposed project scope requires a storm water plan and a spill prevention plan to be submitted and approved prior to commencing onsite work.
PROPOSED INVASIVE WEED CONTROL PLAN:
The proposed project scope requires that all contract equipment coming into the park be weed free and equipment will be inspected by either park vegetation staff or approved FHWA staff. It also requires submission and approval of proposed material sources to be used on the project.
PROPOSED STAGING AREAS:
The proposed staging areas are South Landing and existing turnouts and parking areas within the project area.
