The C&O Canal NHP will issue a special use permit to Allegheny Energy. The permit will govern the work pertaining to the rebuilding of the Marlowe-Boonsboro 230K transmission line. This line crosses the park south of Williamsport, MD., at mile 98.8. The project has been reviewed by the park's compliance committee and the proposed activities meet NEPA categorical exclusion #3.4C(13)"Upgrading or adding new overhead utility facilities on existing poles, or on replacement poles that do not change existing pole line configurations."

All work is to be done aerially with ground crews established along the park's towpath to ensure visitor safety. No ground structures are to be established either temporarily or permanently on park property.

Allegheny Power has an established right-of-way across the park at this location.

The proposed power line upgrade activity will be taking place on or near September 20 & 21, 2005.
