The National Park Service has issued its approval for the proposed rehabilitation of Broad Branch Road NW.
In the Finding of No Significant Impact (FONSI), signed December 10 and uploaded to this project site (click on the "Document List" link on the left-hand side of this page), the National Park Service concurred with the Federal Highway Administration's selection of Alternative 3 (Modified) for the project. This alternative involves the reconstruction of the roadway — which is owned by the District of Columbia and will be reconstructed using Federal Highway Administration funding — and the installation of pedestrian facilities along the roadway's length. The FONSI also authorizes the construction of a sidewalk connection between Rock Creek Park and the Soapstone Valley trailhead, construction and rehabilitation of retaining walls and stormwater outfalls along Broad Branch, replacement of the Soapstone Creek culvert, and the transfer of small portions (236 square feet total) of National Park Service property to accommodate roadway infrastructure.
Visual impacts to the Rock Creek Park Historic District will be minimized by using architecturally compatible designs and materials for the replacement of Soapstone Creek culvert, new retaining walls, new outfall headwalls, and repair of historic stone retaining walls along Broad Branch. Impacts from the removal of approximately 40 trees greater than four inches in diameter will be mitigated following the guidance presented in the National Capital Planning Commission's Comprehensive Plan for the National Capital's Federal Environment Element's Tree Replacement Policy and Submission Guidelines, specifically Section G.
