This project proposes the relocation of the existing Hawaiʻi Electric Light Company (HELCO) sub-transmission and distribution power poles and lines within the Kīlauea summit area to be routed along Highway 11 instead of within the forest. After the new line is energized, the project will include removing poles and lines where feasible, and abandoning in place those that are in hazardous areas (e.g. close to Sulphur Banks where there are many hazardous earth cracks).

This realignment project is Phase 3 of replacement of HELCO power lines within the park. Phase 1 and 2 were completed in 2020.

The majority of the existing poles for Phase 3 were installed in the 1960's. Moving the power poles and lines to along Highway 11 will allow HELCO to maintain the electrical infrastructure and vegetation efficiently, and will protect the rainforest by removing the existing infrastructure (and cleared corridor) from forest areas.
