As a result of multiple fatalities and dangerous conditions, a trail extension is proposed for installation to create safe routes for pedestrians and cyclists who use the park space to travel. The entire trail extension is proposed in four phases (1-4); see Conceptual Design Report, Maps, and Appendices attached for details). This compliance review and associated permit address Phase/Area 1 only.

Phase 1 is recommended to be constructed from the end of the existing Suitland Parkway Trail to the crossing of the Naylor Road intersection. This will extend the existing trail to a logical endpoint, with access to the Naylor Road Metro Station and surrounding neighborhoods near Naylor Road. In addition, this first phase of construction should implement additional pedestrian safety improvements, such as signal phasing changes, at the Naylor Road and Suitland Parkway intersection. If pedestrian fatalities at the intersection are still occurring after phase one is completed, additional pedestrian safety improvements can be included in phase two of construction.
