In August 2018, Public Law 115-51 authorized the Global War on Terrorism Memorial Foundation to establish a commemorative work on Federal land in the District of Columbia to commemorate and honor the members of the Armed Forces that served on active duty in support of the Global War on Terrorism. Furthermore, in December 2021, Public Law 117-81 stated that the Global War on Terrorism Memorial "shall be located within the Reserve." The memorial must be consistent with the Commemorative Works Act, except as provided in subsection (a), chapter 89, and subsections (b) and (c) of section 8903, of title 40, United States Code. The Commemorative Works Act ensures that commemorative works in areas administered by the NPS in Washington, D.C. are appropriately designed, constructed, and located. The NPS will be responsible for its long-term maintenance.
