Dear Friend of Flight 93 National Memorial:

The National Park Service (NPS) is in the process of finalizing the design of the Flight 93 National Memorial located near Shanksville, Somerset County, Pennsylvania. The impacts of the project were assessed in an Environmental Impact Statement (EIS), which was available for public review from June 14 through August 14, 2006 and a Final EIS was released in June 2007. A Record of Decision (ROD) was signed on July 26, 2007.
The EIS indicated that the preferred alternative would impact wetlands and that a Statement Of Findings (SOF) would be prepared to comply with NPS Director's Order #77-1, which requires such statements to be prepared to document why the alternative with impacts was chosen, and to meet the other requirements identified in the procedural manual for protection of wetlands (NPS Procedural Manual #77-1: Wetland Protection 2008). Because design of the memorial has progressed to the level that allows an adequate level of analysis of wetland impacts, the Statement of Findings has been prepared and is now available for public review. In summary, out of approximately 22 acres of wetlands, impacts were reduced to approximately 2 acres. This SOF provides the detail, analysis and mitigation plans.
