2006 Uplake DCP FONSI and Errata


Page, Ariz. – Glen Canyon National Recreation Area (NRA) is initiating an environmental assessment (EA) for revisions to the Uplake Development Concept Plan (DCP). The original DCP was addressed in the Uplake Development Concept Plan/Environmental Assessment, which was released to the public in July of 2006. A Finding of No Significant Impacts (FONSI) for this document was approved January 24, 2007. A new environmental assessment is necessary to address a proposed expansion of concessioner operations by adding either fifty five new rental slips or rental buoys at Bullfrog and/or Halls Crossing as dictated by customer demands. The original DCP/EA only allowed for expansion though the addition of rental buoys at these locations.

Glen Canyon NRA is soliciting public comments during the scoping period. The public is invited to help identify any issues, concerns or potential alternatives for the planning process and analysis. Our preliminary analysis showed that effects to Water Resources, Visitor Use and Experience, Visual Resources, Transportation (including navigation) and Lightscape Management may be possible. The EA will evaluate potential impacts to the natural and human environment as a result of construction activities related to the proposed action. The EA is scheduled to be available for public review during the summer of 2008.

2006 Uplake Development Concept Plan Finding of No Significant Impacts (FONSI) is available for your use. The proposed change would be to the preferred alternative, Rental Slips and Bouys. Currently, as seen on page 6 of the FONSI, the only expansion of wet moorage availabe to vistors to rent are buoys. The current customer demand if for more slips. The proposed change would allow the Park Service to choose either slips or bouys for expansion.
