Biological Opinion for the Interim Protected Species Management Plan for Cape Lookout National Seashore


This transmits the U.S. Fish and Wildlife Service Raleigh Field Office's biological and conference opinions based on our review of the Cape Lookout National Seashore's proposed Interim Protected Species Management Plan. These opinions assess the effects of the Plan on the piping plover
(Charadrius melodus) of the Atlantic Coast, Great Lakes and Great Plains populations; seabeach amaranth (Amaranthus pumilus); and loggerhead (Caretta caretta), green (Chelonia mydas), and leatherback (Dermochelys coriacea) sea turtles. These opinions are provided in accordance with section 7(a)(2) of the Endangered Species Act of 1973, as amended (16 U.S.C. 1531 et seq.). This document addresses the requirements of the Act but does not address other environmental statutes such as the National Environmental Policy Act or Fish and Wildlife Coordination Act.
