DRAFT NHPA Section 106 Programmatic Agreement for Yosemite National Park

PURPOSE
This draft parkwide PA specifies Yosemite's consultation requirements and procedures with the California State Historic Preservation Office (SHPO), the Advisory Council for Historic Preservation (ACHP), Yosemite's traditionally associated American Indian tribes and groups, the public, and other interested parties. This PA provides an efficient process for compliance with Section 106 for routine NPS park operations.

CONSULTATION
This draft parkwide PA has been developed through consultation and collaboration with representatives from these signatory and concurring parties over the last five years through regular consultation meetings and review of draft documents.

AUTHORITY
The draft parkwide PA is consistent with Stipulation II.F of the 2008 NPS Servicewide PA which encourages development of consultation protocols, memoranda of agreement, and programmatic agreements negotiated between Superintendents and organizations or governments independent of or supplemental to the NPS Nationwide PA. Yosemite will follow the terms of the parkwide PA once executed rather than the NPS Nationwide PA.

PUBLIC COMMENT
The park will be accepting public comments on the draft parkwide PA through April 3, 2020. We encourage you to submit comments that will help us to clarify any language or processes regarding the streamlining of Section 106 compliance at Yosemite.
