This report summarizes the substantive comments received during the scoping process. These comments are organized by codes and further organized into concern statements. Below each concern statement are representative quotes, which have been taken directly from the text of the public's comments and have not been edited; therefore spelling and grammar errors were not corrected. Representative quotes further clarify the concern statements. Comments that pertained to subject matter that was irrelevant to the scoping for the WSP/EIS have not been included within the analysis of this report, but will be documented in the administrative record for this project.
