Repair and Rehabilitate Scenic Drive in the North Unit

Dear Interested Party:

Theodore National Park is proposing to repair and rehabilitate Scenic Drive in the North Unit of Theodore Roosevelt National Park, McKenzie County, North Dakota. The work would consist of resurfacing the road with asphalt pavement, installing, replacing, or relining culverts where necessary, cleaning roadside ditches, installing guardrail as needed, and stabilizing the banks of Squaw Creek adjacent the Juniper Campground. A segment of the roadway in Cedar Canyon would be excavated and rebuilt, with under-drains installed to eliminate damage from water seepage. Parking areas and pedestrian walkways would be reconfigured slightly, repaved, and leveled to meet the standards required by the Americans with Disabilities Act (ADA).

An Environmental Assessment has been prepared in compliance with the National Environmental Policy Act (NEPA) and the National Historic Preservation Act (NHPA) to provide the decision-making framework that 1) explores a reasonable range of alternatives to meet project objectives, 2) evaluates potential issues and impacts to park natural and cultural resources and values, and 3) identifies mitigation measures to lessen the degree or extent of these impacts.

The National Park Service encourages public participation throughout the NEPA process, especially during periods when the public has opportunities to formally comment. Theodore Roosevelt National Park honors the conservation legacy of our 26th president through preservation of a portion of the North Dakota Badlands. Like many other natural landscapes, it is susceptible to threats outside park boundaries and requires routine maintenance to remain healthy. Your comments are important and will help guide the direction of this project. I look forward to hearing from you.

Sincerely,
Valerie Naylor
Superintendent
