Second Division Memorial Section 106 Consulting Parties Meeting


The National Park Service (NPS), in cooperation with the Second Indianhead Division Association Memorials Foundation, proposes modifications to the Second Division Memorial that commemorate soldiers who lost their lives while serving in Korea on the Demilitarized Zone from 1965-1991, Iraq from 2003-2010, and Afghanistan from 2009-2013. The modifications will also include additional space for commemorating the Division's fallen in future conflicts. The proposed memorial modifications include appropriate accessibility upgrades in compliance with the Architectural Barriers Act and Section 504 of the Rehabilitation Act.

The Second Division Memorial, located in the southwest corner of President's Park on the Ellipse at Constitution Avenue and Seventeenth Street, NW, honors the service members who lost their lives in the service of the Second Division of the United States Army during World War I, World War II, and the Korean War. Composed of an eighteen-foot-high sculpture of a hand grasping a flaming sword that guards an architectural frame of granite, the memorial commemorates the Second Division's actions in halting the German advance into Paris in 1918. Approved by an Act of Congress on March 3, 1931, the Second Division Memorial was dedicated on July 18, 1936. On August 15, 1957, Congress authorized an addition to the memorial to honor the Second Division members lost in World War II and the Korean War (Public Law 85-131).

The Second Division Memorial and President's Park South are the property of the federal government and are managed by the National Park Service as part of the National Park System. On August 13, 2018, Congress authorized a modification to the Second Division Memorial under the provisions of the Commemorative Works Act (40 U.S.C. 8903). The memorial sponsor, the Second Indianhead Division Association Memorials Foundation, will fund the entirety of the memorial modification. No federal funds will be used for the undertaking.

In accordance with the National Historic Preservation Act, the NPS is conducting Section 106 consultation to consider the effects of the Second Division Memorial modifications on historic properties listed or eligible for listing on the National Register of Historic Places. NPS is undertaking the Section 106 process concurrently with the environmental review process mandated by the National Environmental Policy Act.

CONTENT: The meeting will provide an opportunity to identify historic properties within the area of potential effect (APE), to introduce the design options, and to hold a preliminary discussion on the potential effects of the design options on historic properties.
