Section 106 Consulting Parties Meeting, September 21st, 2016

The World War I Centennial Commission (Commission), in cooperation with the National Park Service (NPS), proposes to establish a design for the memorial to further honor those who served as members of the United States Armed Forces during World War I. The World War I Memorial site, previously known as Pershing Park, is bound by Pennsylvania Avenue NW to the north and south, and 15th Street NW and 14th Street NW to the west and east, respectively, in Washington, DC. Located one block southeast of the White House, the memorial site is a component of the Pennsylvania Avenue National Historic Site, an administrative unit of the National Park Service (NPS) and managed by the National Mall and Memorial Parks.
In accordance with Section 106 of the National Historic Preservation Act, the Commission and the NPS is notifying you of the potential for effects and invites you to participate in the Section 106 consultation process to consider these effects. The Section 106 process is being undertaken concurrently with the environmental review process mandated by the National Environmental Policy Act (NEPA). The meeting will be held on September 21, 2016 in the main conference room of the District of Columbia Office of Planning at 2:30 PM until 4:30 PM. The meeting will provide an opportunity to finalize the revised area of potential effect (APE), to review the Determination of Eligibility (DOE) for Pershing Park, to consider the design concept selected by the Commission and subsequent refinements based on comments received, and to hold a discussion on the potential effects of the design.

The Consulting Parties met on December 16, 2015, at which time the preliminary APE was provided for comment. The Commission also reviewed the five concepts that were finalists in the memorial design competition. At that time, the Commission and its competition jury had not selected a design; they subsequently selected a design in January 2016.

The Commission, established by P.L. 112-272, approved January 14, 2013, is responsible for planning, developing, and executing programs, projects and activities to commemorate the centennial of World War I. By Public Law 113-291 (Section 3091), approved December 19, 2014, the Commission is also responsible for the overall planning, design and construction of enhancements to Pershing Park and the General Pershing Commemorative Work as a World War I Memorial. Enhancement of the site and the General Pershing Commemorative Work may include appropriate sculptural and other commemorative elements, including landscaping.
